A North Florida roofing contractor is facing proposed penalties of $1.5 million after federal safety inspectors allegedly spotted company employees working on a roof without proper fall protection. Great White Construction Inc., based in Jacksonville, was issued citations for three repeat and 11 willful violations by the U.S. Occupational Safety and Health Administration.
