Facts: Byung Choon Joe was injured on July 24, 2013, when he fell approximately 6 feet from a scaffold while removing asbestos at the Harriman State Office Campus in Albany.
Procedural history: Joe filed suit against the State of New York, and the Court of Claims granted summary judgment in his favor on the issue of liability. The court then conducted a nonjury trial to determine damages.
