Two Houston-area doctors have been charged by the U.S. Attorney’s Office in a criminal complaint with allegedly operating their pain management clinic as a “pill mill” and improperly dispensing hundreds of thousands of prescription drugs.Both doctors were also charged in a conspiracy to defraud Medicare and Medicaid of more than $8.7 million for  treatments that never were performed.Sen.
