ProPublica and National Public Radio reported Monday that California regulators announced plans to audit Travelers Insurance as the result of an article that said the carrier used the independent medical-review process created by Senate Bill 863 to cut off home health care to a worker adjudged to be permanently and totally disabled.
ProPublica and NPR on March 4 published a report critical of state workers' compensation systems throughout the country. Part of the article focused on Joel Ramirez, a former warehouse manager who was paralyzed in 2009 when a crate fell on him.
