Orange County Superior Court Judge Israel Claustro on Wednesday agreed to plead guilty to a felony mail fraud charge for knowingly paying a provider suspended from California's workers' compensation system to write medical-legal reports connected to claims involving the Subsequent Injuries Benefits Trust Fund.
