New Reference Guide Addresses Non-Submission of MSAs to CMS

Payers are growing more skeptical about Medicare's voluntary set-aside approval process. Perhaps in response, the Centers for Medicare and Medicaid Services is emphasizing the advantages of MSA review in a new manual.
