Federal prosecutors say Michael D. Drobot failed to disclose that he took a $1 million cash advance against the value of assets he was supposed to sell as part of his criminal forfeiture, according to a petition filed Tuesday seeking a declaration that the former owner of Pacific Hospital of Long Beach has breached his plea agreement.
