Man Arrested for Presenting Allegedly False Certificate of Insurance

A contractor is accused of presenting a fraudulent proof of workers' compensation coverage certificate as he tried to obtain a building permit. James Thomas Todd, Sr., 63, from South Carolina, is charged with one count of attempting to obtain property by false pretenses, the North Carolina Department of Insurance said.  Also accused, Connie Frances Gable, 46, has been served a misdemeanor criminal summons on a charge of common law forgery.
