Political progress in Illinois has been stuck between two immovable objects most of the year — Gov. Bruce Rauner, a Republican, and House Speaker Mike Madigan, D-Chicago — and workers’ compensation may be the issue to help break the deadlock.
As recently as last week, Madigan, Rauner and Senate President John Cullerton, D-Chicago, indicated workers’ compensation was one area where compromise was possible. The three remain far apart on a budget, however, and the deadlock has left Illinois without a spending plan since June 30.
