Unscrupulous subcontractors seeking carpentry and drywall crews willing to work off the books are paying middle men to recruit undocumented workers, the New Hampshire Union Leader reported Sunday.The newspaper interviewed union activists and Latino workers and reported that the local construction industry runs, in part, on the actions of "jefes" – the Spanish word for chiefs or bosses.
