Nearly a decade after lawmakers passed reform law Senate Bill 863, its impacts on California’s workers' compensation system may be running out, one of the state’s leading actuaries said earlier this week.
But while some stakeholders agree that SB 863’s impacts may be starting to fade, they don’t agree on how the system advanced to its current state or what should happen next.
