Unanimous High Court Says Doctor Licensed Out of State Doesn't Qualify as 'Physician'

In a case of first impression, the Kentucky Supreme Court unanimously ruled that a doctor who is not licensed in the state does not qualify as a “physician” who may submit a report as evidence in a workers’ compensation proceeding.
