Legislation introduced in Colorado would prohibit the reduction of temporary disability benefits or medical benefits based on apportionment, increase the minimum earnings for terminating permanent total disability benefits, and prohibit judges from determining compensability or liability issues unless benefits or penalties are awarded or denied at the same time.
