A Kern County grand jury handed down indictments accusing seven defendants of conspiring to steal at least $330,000 in vocational training benefits from injured California workers. The California Department of Insurance on Tuesday said defendants, including the co-owners of the Instituto Hispano Americano in Bakersfield, conspired to defraud a total of 21 comp carriers.
