A California appellate court, in affirming an attorney fee award, said neither the Department of Industrial Relations nor the Workers’ Compensation Appeals Board was required to notify a hearing representative or his client that a hearing would be held telephonically during the pandemic and that withdrawing their lien didn’t excuse their failure to appear.
