California Gov. Gavin Newsom is proposing reforms to the Subsequent Injuries Benefits Trust Fund that would make it harder for injured workers to qualify for benefits.
The governor's proposal is included in a budget trailer bill posted to the Department of Finance website on Monday.
Jason Marcus, legislative chairman for the California Applicants' Attorneys Association, said the governor's proposal represents a significant policy change that should be vetted through the normal legislative process and not part of budget negotiations.
