Budget Would Boost SIBTF Staff; Vetoed Reform Bill Returns

California Gov. Gavin Newsom released a preliminary budget that would nearly triple staffing for the Subsequent Injuries Benefits Trust Fund and once again called for comprehensive reform of the embattled program.
