Much of Texas has been abuzz for the past week about Gov. Greg Abbott’s recent order requiring state agencies to run new regulations by him before they're published or commented on.
Some lawmakers are calling it a power grab by the governor that will delay implementation of new rules. But there’s also concern that the effort could heighten insurers' and other regulated groups' ability to influence rule-making behind closed doors.
