House Goes Own Way on Comp Reform as Budget Impasse Continues

Republican Gov. Bruce Rauner is still insisting on shaving workers' comp costs, but as Illinois nears the end of its second fiscal year without a budget House Democrats have passed their own versions of reform, which observers expect will never make into law. The House voted last week to pass one measure that seeks to bring down premiums by creating an Illinois state fund, and another bill that would allow the insurance commissioner to reject "excessive" rates.
