A former sheriff’s reserve officer accused of underreporting payroll at his Southern California security company has paid $5.2 million in restitution for unpaid workers’ compensation premiums but still owes another $8.56 million. The Orange County District Attorney’s Office announced that Simon Semaan pleaded guilty to seven felony counts of insurance fraud as part of a deal that would allow him to avoid jail time and serve only 365 days on electronic monitoring.
