Facts and procedural history: Edward L. Hoskins received a 10% permanent partial disability award in 2016 for occupational pneumoconiosis. Hoskins petitioned to reopen the claim in 2018, but he was found to have been fully compensated by the prior award in an order issued by a claims administrator for American’s insurance provider.
