A large nuclear bomb explosion in downtown San Francisco would be the most severe terrorist attack possible for California in terms of total losses, but attacks with 600-pound conventional car bombs are actually a greater risk to California workers’ compensation insurers, according to an actuarial analysis commissioned by the Workers’ Compensation Insurance Rating Bureau.
