Business Owner Pleads Guilty in Premium Fraud Case

The owner of a roofing company pleaded guilty to two felony counts of workers’ compensation insurance fraud in a case investigated by the California Insurance Department and prosecuted by the Ventura County District Attorney’s Office. Judy Hein, of Rhinelander, Wisconsin, was a co-owner of Cal Roofing Inc., located in Simi Valley, from 2013 through 2017. During that period, she underreported the company’s payroll by more than $3 million to State Compensation Insurance Fund, the District Attorney’s Office said in a statement.
