A contractor has been cited for exposing workers to fall hazards at a construction site in Philadelphia.
Alberto El Romero faces fines of $51,590 following an inspection by the Occupational Safety and Health Administration.
The inspection took place after OSHA received a complaint alleging that employees were working from a scaffold without guardrails.
