The Second Appellate District of the California Court of Appeals yesterday, in a case of first impression, ruled that the Workers' Compensation Appeals Board does not have exclusive jurisdiction in a carrier's action against an uninsured employer where the carrier is held liable for benefits in a continuous trauma claim, allowing the carrier to proceed in Superior Court.In Graphic Arts Mutual Insurance
