A former Northern California correctional officer claims Tehama County officials framed her for insurance fraud after medical costs on her workers' compensation claims cleared $500,000. Yvette Bline alleges in a lawsuit filed Aug. 14 in federal court in Sacramento that law enforcement officials in Tehama County used fabricated and false statements to obtain three search warrants and a criminal complaint charging her with two felony counts of insurance fraud.  She contends prosecutors mischaracterized surveillance video of her shopping at Home Depot and Costco as evidence of malinger...
