An investigation by the Medical Board of California led to the arrest of one doctor in San Jose and another in Redding on charges of prescribing controlled substances without a legitimate purpose, the board said in press releases last week.Dr. Duke D. Fisher was arrested Thursday at his San Jose office and Dr. James G.
