A plan by Illinois Gov. J.B. Pritzker to merge the understaffed Workers' Compensation Commission's Fraud Unit with the state Department of Insurance is being met with applause, although questions remain about whether the change would require legislation. “It never made sense to me to have two separate fraud units.
