The Washington state Department of Labor and Industries said it is seeking payment of more than $329,000 in unpaid workers' compensation premiums owed by a contractor who allegedly defrauded an elderly victim by talking her into unnecessary home repairs.
Stephen B. Nelson, 50, pleaded guilty in January to a gross misdemeanor charge of unregistered contracting, the department said. He was ordered to pay $31,000 to an 87-year-old woman who hired him nine times in one month to perform home repairs including removing a tree and repairing a chimney.
