Gov. Andrew Cuomo’s plans to reform the state workers’ compensation system hit a roadblock this week with the state Senate and Assembly, as each rejected the governor’s changes to their proposed budgets.
But the Senate did make workers’ compensation changes Cuomo wanted for volunteers who participated in the World Trade Center rescue, clean-up and recovery operations after the Sept. 11, 2001 terrorist attack in New York City.
Those volunteers, who fall outside federal coverage, will be able to file claims with the Uninsured Employers Fund for medical treatmen...
