A Virginia Beach, Va., insurance agent who forged the names of four clients to switch their Medicare Advantage policies has drawn probation following his April 6 conviction on forgery charges.The Virginia State Police Insurance Fraud Unit said Peter L. Holbert signed the names of four senior citizens on policy applications in order to switch them to a carrier that paid him higher commissions.Investigators said the practice is known as "churning" in the insurance industry.
