Illinois Treasurer Dan Rutherford (R) told the Belleville News-Democrat Tuesday he doubts there will be any “serious changes” to the state’s workers’ compensation system this year.The newspaper reported Rutherford met with the News-Democrat editorial board.Rutherford said he doesn’t believe that Senate President John Cullerton, D-Chicago, "has enough consensus within his caucus" to pass a reform measure.Senate Bill 1349 by Sen.
