The Federal Employees' Compensation Act (FECA) has operated without meaningful change for the past 38 years and suffers from widespread inefficiencies, the Government Accountability Office (GAO) said in a report released on Friday.The GAO reviewed 65 reports issued by the inspectors general for various federal agencies and concluded that the FECA system is in need of reform.
