Surveillance video led to the arrest of a Southern California gardener on workers' compensation fraud and perjury charges, according to the San Bernardino County District Attorney's Office.Prosecutors filed criminal charges on Jan. 7 against 54-year-old Jose Cortez of Fontana.In Oct. 2010, Cortez was injured when a branch fell on him while he was working as a gardener for L. Barrios & Associates Landscaping.
