Delaware Gov. Jack Markell has signed legislation proposed by a workers' compensation task force in response to double-digit loss-cost increases approved during each of the past two years.Markell on Thursday signed House Bill 175, which was recommended by the Workers' Compensation Task Force headed by Lieutenant Gov.
