The U.S. Occupational Safety and Health Administration is proposing $228,600 in penalties against the operators of a rehabilitation program for teenagers because of amputation hazards.OSHA said it issued 25 health and safety violations to Teen Challenge of Florida Inc., an international rehabilitation program based in Pensacola.
