A bill that would slash severance taxes on coal and gas that were tacked on to pay off the debts of West Virginia's monopoly workers' compensation fund is on its way to Gov. Earl Ray Tomblin's desk after clearing the House of Delegates Thursday 96-3 on Thursday.
Tomblin supports the measure.
