Concord Renovation Firm Owners Charged With Workers' Comp Fraud

The Contra Costa County District Attorney announced Friday that it has filed workers’ compensation fraud, and other labor and tax charges, against a Concord renovation firm, according to The Mercury News newspaper.

D.A. Mark Peterson charged Nathan and Sarah Moore, the owners of NRM Renovations, with grand theft of labor and workers’ compensation fraud for allegedly withholding wages and workers' compensation from workers. The company reportedly owes some $30,000 in back wages, and $250,000 in premium and back taxes, for more than $1 million in wages.

NRM allegedly failed to pay its laborers for working on a hotel renovation project, and workers complained to the state Department of Labor. It forwarded the complaints to the Contra Costa D.A., which began an investigation that eventually included working with three state agencies.

NRM’s workers’ compensation policy expired in January, according to the newspaper. And since the allegations became public the company’s contractor’s license has been suspended.

Besides the workers' comp charges, the couple faces nine other felony charges, including failing to pay taxes, failing to file tax returns and aggravated white collar crime.
