An unlicensed contractor has been jailed on charges that he fraudulently obtained more than $28,000 in workers' compensation benefits.Wayne Hallock, 63, was arrested earlier this month for receiving total disability benefits from a 1998 fall injury in New York while running a contracting business in Arizona.Hallock moved to Phoenix in January 2005 and started a construction company, but failed to obtain a contractor's license, according to the Arizona Department of Insurance.
