Twenty-three-year-old Justus Booze died this May after a wood chipper pulled him in during his first day working for New York's Countryside Tree Service.
The Occupational Safety and Health Administration investigated the incident and recently proposed $141,811 in fines against Countryside Tree Service.
Booze's employer, based in Albany, did not train workers on how to use the wood chipper before sending them to work with it, OSHA area director Robert Garvey said.
