The Texas Department of Insurance is now accepting captive insurers' redomestication applications. State lawmakers approved the state's new captive insurance market with the passage of Senate Bill 734 in June, which allowed pure captive insurers to domicile in Texas. Since then, the Texas Department of Insurance has been crafting a regulatory framework to oversee the captive market and proposed new rules on Nov. 14.
