New Jersey voters on Tuesday overwhelming approved a state constitutional amendment that will prevent future raids by legislators and governors on the state Second Injury Fund (SIF) and all other funds designated to pay workers' benefits.Critics have said three separate transfers from the Second Injury Fund dating back to 2003 removed $200 million from the fund, which is financed by assessments on workers' compensation insurance premiums.The assessments also go to finance the state Uninsured Employers' Fund and the Workers' Security Fund, which serves as New Jersey's guaran...
