California lien claimants and service providers who file petitions for costs are going to have to get used to attending Workers' Compensation Appeals Board hearings, or for minor claims, at least having someone available for a telephone call. Despite complaints that proposed regulatory changes would create more litigation and burden lien claimants, the WCAB made only a "minor, non-substantive modification" to its Rules of Practice and Procedure before filing them with the California Secretary of State.
