By John P. Kamin, ReporterTexas Gov. Rick Perry picked Julia Rathgeber, the former chief of staff for Lt. Gov. David Dewhurst, to head the Texas Department of Insurance and replace outgoing commissioner Eleanor Kitzman. Perry announced his decision to appoint Rathgeber to the post on Monday, during a special session of the Texas Legislature.
