The owner of an Owega, N.Y., motorcycle race track was charged last week with workers' compensation fraud, failing to carry coverage and 26 felony counts of offering a false instrument for filing, the Elmira Star-Gazette reported.The Tioga County, N.Y., Sheriff's Office, in cooperation with the New York Workers' Compensation Board, charged Jason M.
