Bill Would Regulate State Fund More Like Private Carriers

The largest provider of workers' compensation coverage in New York state is allowed some considerations that other carriers don't enjoy, such as avoiding licensing requirements, paying no commission to brokers and forcing policyholders to give plenty of notice before jumping ship. That provider, the State Insurance Fund, also has undertaken some “retaliatory” actions when employers try to move their business to a commercial carrier, according to a bill in the Legislature that would bring significant changes to how the fund is operated.
