Washington lawmakers are considering a proposal to create a work group to study ways to differentiate between employees and contractors, under amendments to a measure that initially proposed a presumption that all laborers are employees.
As introduced, House Bill 1515 would have required either party claiming a person is a contractor to rebut the presumption by showing a contractor passes what is commonly called the “ABC test.”
