Employer Can't Shift Liability for Worker's 2nd Back Injury to Special Disability Fund

A New York appellate court ruled that the Special Disability Fund did not bear any liability for a claim filed by a worker who had suffered two back injuries.   Case: Matter of Schiffer v.
