Pennsylvania Gov. Tom Wolf quickly rejected a proposal by some Republican lawmakers to shore up the state’s budget woes by taking $200 million from the State Workers’ Insurance Fund. The fund has more than $1.5 billion in assets, making it appear on paper to be a cash cow. But the SWIF has more than $2 billion in liabilities from outstanding claims, the state Department of Labor & Industry says.
