A veteran attorney for New York State United Teachers and the United Auto Workers has been confirmed by the state Senate to become a state workers' compensation commissioner.Conrad W. Lower will join the New York State Workers' Compensation Board (NYSWCB) on Thursday, the board confirmed last week.Lower was appointed by Gov. David Paterson last May to replace Commissioner Scott Firestone.
